The South Carolina Athletic Administrators Association (SCAAA) has announced that Dr. Shawn D. Foster, Superintendent of the Orangeburg County School District (OCSD), has been honored with the title of SCAAA 3A/2A/1A Superintendent of the Year for 2025. This recognition celebrates Dr. Foster’s strong dedication to improving student-athlete experiences and promoting a well-rounded educational environment within the district.
In accepting the nomination, Dr. Foster expressed gratitude for the opportunity to support interscholastic athletics as part of the district’s mission.
“My engagement with athletics is deeply rooted in my leadership role within the Orangeburg County School District,” he stated. “I strive to empower students to discover their identity, purpose, and platform by focusing on the pillars of Academics, Arts, Athletics, and Activities.”
Under Dr. Foster’s leadership, OCSD has made significant investments in athletic programs and facilities. Recent improvements include the installation of modern astroturf across all athletic fields, resurfacing of tracks, and the implementation of advanced digital scoreboards to improve the spectator experience. These upgrades not only promote safety and performance but also ensure fair access across all sports programs.
Dr. Foster’s strategic efforts have also included the successful passage of a $ 190 million Bond Referendum, leading to the con-
struction of new educational facilities and improvements across the district. Furthermore, the district’s recent invitation to join the League of Innovative Schools highlights its forward-thinking educational practices aimed at supporting student growth and community engagement.
“My comprehensive approach demonstrates a dedication to educational excellence and to providing meaningful experiences for our student-athletes,” Dr. Foster remarked.
Dr. Foster’s involvement in athletics extends beyond district boundaries; he serves on the executive committee of the South Carolina High School League and has actively participated in discussions aimed at strengthening high school athletics.
“I am proud of the impact we are making in OCSD and across our state,” he continued. “Through collaboration and a shared vision, we can continue to improve our athletic programs and empower every student-athlete to succeed.”
