Orangeburg County School District (OCSD) proudly celebrates the recognition of several of its outstanding leaders at the South Carolina Association of School Administrators (SCASA) Awards Dinner, held on May 14, 2025, at the Columbia Marriott.
The event gathered a room full of passionate and committed educators from across the state to honor excellence in educational leadership. Several award categories were presented, recognizing the contributions and achievements of school administrators who lead with purpose and impact.
SCASA is the professional organization that supports educational leaders across South Carolina through advocacy, professional development, and leadership growth. With more than 4,000 members statewide, SCASA plays a vital role in shaping education policy and cultivating a community of innovative, equity-driven leaders.
OCSD Superintendent Dr. Shawn D. Foster was honored as the 2026 SCASA Superintendent of the Year, one of the evening’s highest distinctions. His recognition underscores his transformational leadership and his unwavering commitment to students, staff, and families throughout the district.
In a surprise moment of the evening, Dr. Foster also received a scholarship in his name, presented by Moseley Architects, to be awarded to a student of his choosing. The scholarship reflects both his personal investment in student achievement and the esteem in which he is held by educational and corporate partners alike.

OCSD’s Director of Technology, Mr. Keith Terry, was recognized for his leadership as President of the SCASA Transportation Affiliate, and Ms. Priscilla Hollington, OCSD’s Coordinator of Gifted and Talented, was honored for serving as President of the SCASA Gifted and Talented Affiliate.
Also honored was Dr. Erica S. Taylor, Assistant Superintendent for Communications, Business, and Community Partnerships, who successfully completed the prestigious three-year SCASA District-Level Leaders Program. She received the Platinum CEEL Certificate, which included the distinguished Leadership Excellence in Innovation endorsement—a recognition of her commitment to transformative leadership and innovative strategies in education.
The evening also featured remarks from SCASA Past President Dr. David Mathis,
who inspired the audience with a powerful message on visionary leadership, resilience, and service.
Reflecting on the importance of the moment, Dr. Foster shared, “It is critically important for district leaders to be actively engaged in professional organizations like SCASA. It not only sharpens our leadership skills but ensures we are aligned with best practices, connected to a network of passionate educators, and constantly advocating for what’s best for children across the state.”
